APN is the abbreviation of the State Agency for Legal Traffic and Real Estate Brokerage.
Subsidies for the purchase of real estate through the APN program are a measure of the Government of the Republic of Croatia for the purpose of facilitating housing provision through the subsidization of part of citizens' housing loans.
The measure has proven extremely popular in recent years. According to the Agency's data, with the help of APN, more than 22,000 people got their first real estate, and the money from the measure was used up almost every year.
This year, the state will encourage citizens to buy their first real estate with HRK 50 million. The measure is financially limited to the consumption of the stated amount in the budget, intended for this purpose.
At the beginning of March 2022, APN will select the banks with which it will cooperate, and the publication of a public call for subsidizing housing loans to interested citizens is planned for March 9.
The invitation is published through Narodne novini, and on the websites of the Ministry of Spatial Planning, Construction and State Property (https://mpgi.gov.hr/) and APN (https://apn.hr/).
The beginning of receiving requests in APN is expected from March 21.
The conditions for using APN housing loan measures are strictly defined.
People who want to buy a home with the help of APN must be of legal age, but must not be over 45 years old at the time of application.
The person in possession must not have a move-in real estate or such real estate that he plans to sell within the next two years from the conclusion of the contract with APN. This also applies to the user's married, cohabiting, formal and informal life partners with whom he enters into a loan.
The applicant must also be creditworthy, which APN checks in cooperation with banks.
The purchase of apartments, houses and the construction, completion or reconstruction of real estate for residential purposes can be co-financed, and the state also covers the purchase of real estate from immediate family members, a purchase that would unify ownership or the purchase of real estate that is shared as an apartment, but whose purpose is to solve the housing issue .
What is not subsidized with this type of loan are adaptations, refinancing of existing housing loans and the purchase of apartments that are still under construction, i.e. without a valid occupancy permit.
Housing loans with APN are subsidized in part of the total loan up to the HRK equivalent of EUR 1,500 per square meter, i.e. up to EUR 100,000, for repayment periods of no less than 15 years.
The amount of the subsidy is determined according to the level of development of the city and municipality, ranging from 30 to 51 percent. If you are buying an apartment in Zagreb, the state will help you with a maximum of 30 percent of the installment.
The basic subsidy lasts for 5 years. The deadline can be extended by one year for each child, household member who has not reached the age of 18 at the time of application, and for an additional two years for each child born or adopted during the period of the subsidized loan. The housing loan subsidy period is extended by two years if the applicant or a member of his household is diagnosed with a disability of more than 50 percent of physical impairment.
When a person decides to submit an application for a subsidized loan to APN, he must collect mandatory documentation.
The application for subsidizing a loan for the purchase of an apartment or house must contain the name, surname, place of residence and OIB of the loan beneficiary, the amount of the loan requested, and its repayment term. With the request, the user submits:
- a copy of the identity card
- a copy of the birth certificate and registration of residence for a minor child
- pre-contract or contract for the purchase and sale of an apartment or house for the purchase of which a loan is requested
- a copy of the land registry extract
- a copy of the deed for the use of the building in which the apartment is located or a copy of the deed for the use of the house he intends to buy
- certificate from the Croatian Institute of Public Health on the registration of a person in the Croatian Register of Persons with Disabilities (for customers or household members with disabilities)
- a notarized statement of the loan applicant, as well as a notarized statement of any spouse or common-law partner, life partner or informal life partner that he does not own an apartment or house, or that he owns only one apartment or house, which he is selling in order to build a bigger house due to the needs of own housing
The application for subsidizing a loan for building a house must contain the name, surname, place of residence and OIB of the loan beneficiary, the amount of the loan requested, and its repayment term. With the request, the user submits:
- a copy of the identity card
- a copy of the birth certificate and registration of residence for a minor child
- a copy of the land registry extract
- a copy of the building deed
- a copy of the cost list of works made on the basis of the main or implementation project, from which the amount of construction costs can be seen
- certificate from the Croatian Institute of Public Health on the registration of a person in the Croatian Register of Persons with Disabilities (for customers or household members with disabilities)
- a notarized statement of the loan applicant, as well as a notarized statement of any spouse or common-law partner, life of a partner or informal life partner who does not own an apartment or house, or who owns only one apartment or house, which he is selling in order to build a bigger house due to his own housing needs
